In the performance of our business, we at Nghi Son Refinery and Petrochemical LLC (NSRP) adhere to the notion of respect for human beings. Working responsibly, in our opinion, includes a responsibility to support the community and limit the impact of our operations on our neighbors. With our support, we hope to aid surrounding communities, enhance their lives, and achieve long-term development. As a result, we have established the following goals for our social and community work:
- Ensure NSRP complying with or betters International Finance Corporation (IFC) Performance Standards as required by Project Lenders, particularly social related requirements namely resettlement for affected households, grievance management, community health monitoring, supporting local affected people to restore their livelihood
- Manage & mitigate social risks
- Help branding NSRP as a socially responsible enterprise, actively contribute to development of Vietnam and Thanh Hoa province.
Stakeholder Engagement:
We aim to build and foster long- term positive relationships with a variety of local authorities, communities, and stakeholders as good neighbors. Our engagement is built on mutual respect and open communication, in which we keep the impacted communities updated on all significant activities and ensure that any community concerns and enquiries are heard and addressed promptly.
Since 2018, when NSRP commenced the commercial operations, we have focused more on fence-line communities which have been the most impacted by the NSRP’s construction and operation.
Land Acquisition and Resettlement:
In two primary rounds of land acquisition for the project, roughly 3,900 households were physically and economically displaced. Land acquisition for Area BEJK (main project area 396ha) was done in accordance with Vietnamese regulations in the first phase (2008–2011), while Area C (interlocked area 110ha) was done separately in the second phase (2013-2015) in accordance with IFC Performance Standard 5: Livelihood and standard of living must be restored to the same or better than prior to resettlement, as required by Lenders.
From 2013 to 2015, with strong support and cooperation of all related parties, compensation, and resettlement for affected households of Area C have been completed. People progressively stabilize after resettlement, and their living conditions improve.
Grievances Management:
The Grievance Mechanism of NSRP aims to contribute to the formation and maintenance of trustful and harmonious relationship with stakeholders by channeling any legitimate anger and dissatisfaction through a transparent, fair, and timely resolution process to reach mutually satisfactory resolution where possible. As a result, NSRP receives and responds to legitimate grievances from the stakeholders who believe that they have been affected by Company activities, such as project development and operation, and where the stakeholder is seeking information or action from the Company. We established 24/7 social hotline that captures and handles all community complaints and inputs in order to monitor impacted communities’ reactions to NSRP project activities in real time and reduce potential social risks.
Influx Management and Community Health:
During various phases of NSRP project, including construction, commissioning, operation and maintenance, hundreds of contractors mobilized tens of thousands of workers, providing not only valuable opportunities for local procurement and recruitment, but also challenges in dealing with social and community health risks. As a result, we monitored and managed influx of contractors and workers to maximize the benefits while limiting the negative impacts on the surrounding communities. Various activities including mapping and monitoring of worker camps, promoting local procurements/ recruitment by contractors, and launching health awareness programs for workers and communities have been put in place to facilitate the influx monitoring and management.
Strategic Social Investment:
Since 2014, NSRP have designed and implement Strategic Social Investment Program to supporting project affected communities on restoring their livelihoods in compliance with IFC’s Performance Standards, helping people to cope with the changes in socio-economic contexts, and to aim towards sustainable livelihood and improved living standards.
Within Strategic Social Investment Program, NSRP have deploy various projects including but not limited to vocational training, job seeker support, business skills, agriculture support, education support and community health, etc.
Strategic Social Investment are now focusing on 03 main components including (1) community health and safety (2) training and education support and (3) community initiative support.
