Within the framework of a series of activities to celebrate the 50th anniversary of diplomatic relations establishment between Vietnam and Japan, on May 7th, Thanh Hoa Provincial People’s Committee, in collaboration with the Japanese Embassy in Vietnam, organized a field trip to the Refinery of Nghi Son Refinery and Petrochemical LLC (NSRP) – the key project of Thanh Hoa located in Nghi Son Economic Zone (NSEZ), for the delegation of Japan – Vietnam Parliamentary Friendship Alliance, and Japanese Enterprises (JEs).
The delegation from the Japanese side was led by Mr. Hayashi Motoo, Member of the Parliament, General Secretary of the Japan-Vietnam Friendship Parliamentary Alliance, other members of Parliament and Japan-Vietnam Parliamentary Friendship Alliance, and representatives of other JEs.
From Thanh Hoa province, there were Mr. Mai Xuan Liem, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee, Mr. Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee, and representatives of leaders of provincial departments and branches, the Management Board of Nghi Son Economic Zone and Industrial Parks.

At the meeting, NSRP’s Board of Management solemnly welcomed and informed the delegation about the project scale, investment and construction process, and operation status of the Refinery since it started the commercial operation phase. Accordingly, Nghi Son Refinery and Petrochemical Complex is the largest foreign investment (FDI) project in Thanh Hoa province with the capital contribution of four sponsors from Japan, Kuwait and Vietnam
Since its official commercial operation in November 2018, despite many difficulties and challenges, NSRP has been making continuous efforts to improve the corporate governance and optimize the operation in order to run the refinery reliably and effectively. With a design capacity of 10 million tons of crude oil per year in the 1st phase, NSRP has met nearly 40% of domestic petroleum product demand. The Refinery has produced refining and petrochemical products of high quality and commercial value including gasoline (RON92 and RON95), diesel oil, benzene, paraxylene 99.7%, polypropylene, and sulfur. This is also the basic and crucial premise for many supporting and by-product industries and services of NSEZ and Thanh Hoa province to develop.
Previously, on the afternoon of May 6, 2023, at the FLC Conference Center in Sam Son City, NSRP also participated in an exclusive exhibition to promote provincial products, organized by the Thanh Hoa Provincial People’s Committee, in collaboration with the Embassy of Japan in Vietnam. With a scale of 20 booths, in which there are 5 booths of Japanese enterprises and 15 booths of Thanh Hoa province, the exhibition displayed typical products to advertise with Japanese and Vietnamese partners, enterprises, and investors. The exhibition opened from May 6 to 8, 2023.
On the same day, representatives of NSRP’s Board of Management also attended the Thanh Hoa-Japan Connection Conference 2023 with the theme “Thanh Hoa – Japan promotes cooperation, rapid, and sustainable development”, organized by Thanh Hoa province, in coordination with the Japan-Vietnam Parliamentary Friendship Alliance, the Embassy of Japan in Vietnam, and the Ministry of Foreign Affairs
The conference witnessed the participation of 600 delegates, of whom more than 300 were from Japan. Representative of Idemistu Kosan Group (IKC), one of the 4 investors in NSRP, Mr. Jun Miki – Executive Director, Vietnam Project and member of the NSRP’s Member Council, also attended with the presentation “A mechanism required for cooperation at petrochemical refineries to reduce fossil energy and move towards green energy” in the discussion panel themed “Cooperation in investment, trade, and training, human resource development”.
