On the morning of November 11, during the visit and working trip to Thanh Hoa province, H.E. Mr. Pham Minh Chinh, Member of the Politburo, Prime Minister of the Socialist Republic of Vietnam, visited and worked at NSRP.
Accompanying the Prime Minister, from Thanh Hoa province, there was Mr. Do Trong Hung, Central Committee Member of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Lai The Nguyen, Standing Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Mr. Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee and leaders of departments, branches at the provincial level as well as leaders of Thanh Hoa City.
On the NSRP side, the delegation was received by the Board of Management, General Director Mr. So Hasegawa, Deputy General Director Mr. Pham Van Chat, General Manager of the Refinery Mr. Le Nguyen Quoc Vinh, and Managers of Divisions, Departments, Sections, as well as employees working at the Refinery.
After PM Pham Minh Chinh visited the processing area and the Center Control Room inside the Refinery, in the working session with the Prime Minister, representative of the NSRP’s Board of Management reported that NSRP had just completed its first Turnaround safely and resumed supplying petroleum products to the market from October 12, 2023. This has marked a significant milestone in the important investment progress of Vietnam’s future production and energy supply.
As of now, NSRP has contributed many essential energy products, including gasoline, diesel, and jet fuel, serving the transportation, manufacturing, and power supply industries in the Vietnamese market.
According to NSRP General Director – Mr. So Hasegawa, during the project’s construction and operations, there were many difficulties and challenges. However, with the attention and endorsement of the Government of Vietnam, central ministries and departments, Thanh Hoa province, gradually, the Refinery has operated efficiently, contributing to Vietnam’s economic growth. NSRP hoped to continue receiving attention and support from the Government of Vietnam, relevant ministries and sectors, and local authorities to further enhance the refinery’s operational efficiency in the future.
Speaking at the meeting, Prime Minister Pham Minh Chinh expressed his joy at the achievements of the Refinery, producing and supplying essential products such as gasoline and diesel to the market. These products are crucial for the country’s industrialization and modernization.
PM emphasized that the national energy security, including electricity and oil, played a crucial role in the process of socio-economic development. Nghi Son Refinery ensures 35-40% of gasoline and oil for the country, so its role and contribution is highly important.
NSRP is a symbol of international cooperation between Vietnam, Japan, and Kuwait. With this significance, PM requested that the NSRP’s Board of Management must be aware of the role and position in the country’s development, thereby building plans to promote production and business activities in line with practical situations, contributing to ensuring national energy security and supplying oil and gas according to the assigned task, ensuring the country’s economic growth targets.
He also thanked the Governments of Kuwait and Japan and highly appreciated the goodwill and cooperation of international partners. He also praised the contribution of NSRP to the country’s socio-economic development.
PM. Pham Minh Chinh highlighted the incentives and support of the Vietnamese Government for the NSRP project, including funding, management, and operation of the refinery. He emphasized, “During the production and business activities, difficulties and challenges are inevitable, so all parties must coordinate and make efforts with the principle of harmonious interests and shared risks.”
To improve the efficiency of the NSRP’s operation in the future, PM Pham Minh Chinh suggested that NSRP developed plans and solutions for both the short and long term. In the current time, restructuring of corporate governance improvement, financial restructuring, and optimization of production operations are essential.
He also requested ministries and sectors to strengthen inspection and supervision, and Thanh Hoa province to take responsibility for ensuring security, order, and related tasks to secure the effective operation, production, and business of NSRP.
